Rospatent and the Association of Lawyers of Russia sign a Cooperation Agreement
On December 3, 2021, Rospatent and the Association of Lawyers of Russia signed a Cooperation Agreement.
Association of Lawyers of Russia is the largest non‑governmental association of legal practitioners.
The agreement aims at joint work at legislation improvement, solving socially significant issues, increase the level of legal culture and legal education of citizens. The parties to the agreement intend to hold joint thematic fora, conferences, seminars, round tables, working meetings and other events.
Russia and India sign a Memorandum of Understanding on IP
On December 6, 2021, Russian President Vladimir Putin met with Indian Prime Minister Narendra Modi in New Delhi (India). A number of bilateral documents have been signed as the result of the meeting.
These included a Memorandum of Cooperation in the field of Intellectual Property between the Federal Service for Intellectual Property and the Department for Promotion of Industry and Internal Trade of the Ministry of Commerce and Industry of the Government of the Republic of India. The document is aimed at establishing the framework for interaction between the national IP Offices and contains an extensive list of cooperation areas.
Rospatent and KIPO sign a Memorandum of Understanding on Trademark Cooperaton, engage into CSP
In December 6, 2021, a meeting between the Head of Rospatent Grigory Ivliev and the Commissioner of the Korean Intellectual Property Office Kim Yongrae was held via videoconference.
The parties discussed important issues of cooperation such as examination of applications related to combatting COVID-19; introduction of artificial intelligence into the work of the Offices and examination of applications with artificial intelligence technologies, 3D models, as well as cooperation on the Collaborative Search Pilot Program.
The main outcome of the meeting was the signing of a Memorandum of Understanding on Trademark Cooperation, which is aimed at sharing information, experience and best practices in the field of means of individualization protection, as well as raising public awareness in this area.
The parties also signed a Memorandum of Understanding on a Collaborative Search Pilot Program. Within the framework of the Program, examiners of the Offices will be able to jointly conduct preliminary information search for applications for inventions. This will improve the quality and reliability of the search, as well as reduce the decision-making time regarding the assessment of compliance with the conditions of patentability of the claimed solution.
Russia and Kyrgyzstan develop cooperation on IP
During the visit of the Rospatent delegation to Bishkek (Kyrgyz Republic) on December 9, 2021, Grigory Ivliev held a meeting with the Director of Kyrgyzpatent Ms. Rakhat Kerimbayeva. The parties discussed the development of intellectual property ecosystems in Kyrgyzstan and Russia, as well as examination of applications related to combatting COVID-19, professional training in the field of IP and cooperation between Russia and Kyrgyzstan on Eurasian platforms.
The parties signed a number of documents on education, specifically the Agreement on International Cooperation and an Action Plan for cooperation between Russian State Academy of Intellectual Property and Kyrgyzpatent, as well as cooperation agreements with 14 Kyrgyz universities.
Scientists of the National Research Center for Epidemiology and Microbiology named after Honorary Academician N.F. Gamaleya have obtained patent No. 2761904 for a technical solution related to the use of a vaccine against the SARS-CoV-2 virus in children over a month old.
The patented solution consists of the use of an immunobiological agent that ensures the development of humoral and cellular immune responses against the SARS-CoV-2 virus in children older than 1 month.
Russia and Mongolia agree to further IP cooperation
On December 16-17, 2021, the President of Mongolia Ukhnaagiin Khürelsükh visited Moscow on the occasion of the 100th anniversary of the establishment of diplomatic relations between Russia and Mongolia.
During the visit, a number of bilateral documents were signed, including the Memorandum of Understanding between the Federal Service for Intellectual Property and the Intellectual Property Office of Mongolia, signed by Head of Rospatent Grigory Ivliev and Foreign Minister of Mongolia Ms. Batmunkh Battsetseg.
The document establishes the groundwork for interaction between the Offices and identifies the main areas of cooperation, including sharing of best practices in the digital agenda of the Offices (e-filing of applications, digital technologies, artificial intelligence, etc.).
On December 20 and 21, 2021, the 26th session of the Russian-French Council on Economic, Financial, Industrial and Trade Issues (CEFIC) was held in Paris. Deputy Head of Rospatent Victoria Galkovskaya took part in the meeting as part of the Russian delegation.
The parties noted the successful development of cooperation at the 15th meeting of the Working Group on the Protection of Intellectual Property and the Fight against Counterfeit Products, held on October 19, 2021. The French side welcomed the accession of the Russian Federation to the Geneva Act of the Lisbon Agreement on Appellations of Origin and Geographical Indications and highly appreciated the Russian side’s legislation developments in this area.
In her speech, Victoria Galkovskaya noted that an agreement has been reached to work out a Memorandum of Understanding on Patent Prosecution Highway between Rospatent and INPI. This document would significantly reduce examination time for applications for inventions in Russia and France. In addition, the parties will continue to exchange information on improving legislation on protection of geographical indications and appellations of origin
Delegations of Belarus and Tajikistan visited Rospatent
On December 21-22, 2021, the delegations of the National Center of Intellectual Property of the Republic of Belarus (NCIP) and the National Center for Patents and Information of the Republic of Tajikistan (NCPI) visited Rospatent.
During the visit, the head of Rospatent Grigory Ivliev met with the Director General of the NCIP Uladzimir Rabavolau and the Director of the NCPI Mirzo Ismoilzoda. The meeting focused on summing up the results of cooperation between the Offices in 2021, as well on discussion of topical issues of regional integration.
