Celebrating and Empowering IP Examiners
On November 11, 2025, the Member States of the World Intellectual Property Organization (WIPO) celebrate Intellectual Property (IP) Examiner's Day. The event aims to recognize the important role of specialists who ensure the quality and development of the global IP system.
IP examiners play a key role in shaping the innovation ecosystem – each year, they examine more than 20 million applications for various IP rights. An examiner's work combines deep knowledge, analytical thinking, and a responsibility for advancing technological progress. International recognition of their contribution underscores the significance of IP for the modern knowledge economy.
The Russian IP Office (Rospatent) employs more than 800 IP examiners specializing in various fields. Their work ensures high-quality examination, as well as the protection and enforcement of rights for inventors, entrepreneurs, and innovators, while also fostering the development and promotion of domestic science and technology.
The Development Agenda project on Empowering and Celebrating IP Examiners was proposed by Saudi Arabia with the support of the Russian Federation and approved by the WIPO Committee on Development and IP in December 2024.
Launched in January 2025, the initiative included a series of events aimed at enhancing the prestige of the examiner profession, strengthening professional capacity in this field, and raising public awareness of its importance. WIPO organized expert webinars and a video competition, as well as created an online Changemakers gallery and an international registry of examiners. The project will conclude with a global celebration on November 11, 2025.
As part of this initiative, the work of Russian IP specialists has been recognized. Mr. Vitaly Bodaev, a patent examiner at the Federal Institute of Industrial Property, took sixth place in the WIPO video competition "Behind the Scenes of Examining an IP Application" that featured more than 50 videos from 29 countries.
In his video titled "Artificial Intelligence: a Rival or a Tool?" the examiner discussed how new technologies help improve examination processes and enhance the quality of application analysis.
The celebration of IP Examiner's Day will stand as a symbol of global recognition for the thousands of specialists worldwide whose daily work drives innovation, protects the embodiment of ideas, and advances the technologies that shape our future.
