Rospatent Delegation Participated in 63rd Series of the WIPO Assemblies

Rospatent delegation, headed by Mr. Yury Zubov, participated in the 63rd Series of Meetings of the Assemblies of the World Intellectual Property Organization (WIPO) held in Geneva (Switzerland) on 14-22 July 2022.
Following years of negotiations the Assemblies took the historical decision related to the convening of diplomatic conferences for the conclusion of the two following draft international agreements no later than in 2024:
-
one document pertaining to the protection of designs to ease cross-border trade (Design Law Treaty or DLT) and
-
international legal instrument relating to intellectual property, genetic resources and traditional knowledge associated with genetic resources.
The participants discussed specialized committees’ reports, issues related to human resources, audit and oversight, and adopted amendments to the WIPO Staff Regulations and Rules. Furthermore, the Assemblies’ participants made several decisions related to international registration systems and the functioning of the Organization.
During the Assemblies’ meeting, the Head of Rospatent hold the meeting with WIPO Director General Mr. Daren Tang and his deputies Ms. Wang Binying, leading Brands and Design Sector, and Mr. Hasan Kleib, heading Regional and National Development Sector, as well as Assistant Director General Mr. Marco Aleman, leading IP and Innovation Ecosystem Sector. The Head of Rospatent and high officials of WIPO discussed the key areas of cooperation between the Office and the Organization: promotion of digitalization, implementation of the multilingualism policy (expansion of the language regime of international registration systems), activities of the WIPO Office in the Russian Federation, as well as matters related to human resources.
Furthermore, Mr. Zubov met the heads of delegations of Saudi Arabia, India, Belarus, Iran, Algeria and Syria. Head of Rospatent presented current trends in the IP system development in the Russian Federation, i.e. new digital services offered by Rospatent, the support provided for SMEs (including implementation of the national roadmap entitled "Business Environment Transformation”), activities related to the youth involvement in the IP ecosystem, development of the institution of patent entities, as well as protection of regional brands.
At the meeting with the CEO of the Saudi Authority for Intellectual Property (SAIP) Dr. Abdulaziz Al-Suwailem, the parties discussed the implementation of the interoffice memorandum and agreed to develop cooperation on the Patent Prosecution Highway (PPH) and other means to exchange the examination results.
At the meeting with the Indian Controller General of Patents, Designs and Trademarks Dr. Unnat P. Pandit, the parties focused on digitalization and SMEs support and agreed to continue cooperation both through BRICS and bilaterally.

Mr. Zubov also met the Director General of the National Center of Intellectual Property of Belarus (NCIP) Mr. Uladzimir Rabavolau. Heads of the Offices summed up the results of bilateral cooperation activities, including the work of the Union State Sub-Commission on IP. The parties also agreed to expand the joint work plan and coordinate strategic planning in IP.

At the meeting with the Head of the State Organization for Registration of Deeds and Properties (IP Center of the Islamic Republic of Iran) Dr. Hassan Babaei, the parties initiated the development of the interoffice cooperation and preparation of the relevant Memorandum of Understanding.

Furthermore, during the meeting with the Director General of the Algerian National Institute of Industrial Property (INAPI) Mr. Abdelhafid Belmehdi, the heads of the Offices discussed potential opportunities for collaboration and preparation of the cooperation program focusing on experts exchange and specialists training.
At the meeting with the Syrian delegation, Head of Rospatent, Deputy Minister of Internal Trade and Consumer Protection Ms. Rasha Karkouki and Director of Industrial and Commercial Property Protection (DCIP) Ms. Rida Abdalla discussed the implementation of the Memorandum concluded between the IP Offices. Digitalization, education, examination and IP commercialization were identified as priority areas.
