14th Meeting of the Russian-French Working Group on IP Protection and Fighting Counterfeit Goods



The 14th Meeting of the French-Russian Working Group on Intellectual Property Protection and Fighting Against Counterfeit Goods, established within the framework of the Franco-Russian Economic, Financial, Industrial and Trade Council (CEFIC) took place in a virtual format on 2 October 2020.

The session was co-chaired by Deputy Head of Rospatent Ms. Lyubov Kiriy and Head of the French National Institute of Industrial Property (INPI) Mr. Pascal Faure. The Russian delegation comprised representatives of the federal executive authorities and organizations, in particular the Ministry of Foreign Affairs, Ministry of Economic Development, Ministry of Industrial Development, Ministry of Health, Federal Federal Customs Service and Procurator General's Office, Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor), and Intellectual Property Court.

The parties discussed current issues of intellectual property protection and changes in the legislation of Russia and France. They also shared information on the measures taken by the authorities to reduce the negative impact of COVID-19 infection.

Representatives of the Russian Intellectual Property Court and INPI made a report on the use of foreign dishes names, geographical terms, and foreign words in trademarks.

Moreover, the parties exchanged experiences on the protection of intellectual property rights and prevention measures against cross-border Internet trade in counterfeit goods.

The Russian delegation highlighted the importance of prevention measures against illegal trading in counterfeit goods and misuse of trademarks (Russian Procurator General's Office), combating counterfeiting in digital environment (Russian State Academy of Intellectual Property, RSAIP), and the use of copyrighted works by the online stores (OOO "Opora Russia"). The French shared information on the European E-Commerce Charter (code of conduct for e-tailers and the SMEs selling products on the e-tailers’ sites), aiming to prevent the sale of counterfeit goods online.

The participants agreed that the agenda should comprise the issues on goods labeling, staff training in the field of intellectual property, as well as the alignment activities on the signature of Protocol of Intentions between the Federal Health Surveillance Service (Russian Federation) and the National Agency for the Safety of Medicines and Medical Products (France) on Cooperation in Medical Products Control.

Furthermore, the delegations agreed on a Cooperation Agreement between the National Association for Technology Transfer (Russian Federation) and the Association for Technology Transfer Accelerator (SATT Paris-Saclay, France), as well as the Agreement on Cooperation between the Federal State Budget Educational Institution of Higher Education "Russian State University of Justice" and the French National School of Magistracy. These documents are expected to be signed shortly.
