World Intellectual Property Organization (WIPO)



Rospatent represents the interests of the Russian Federation in the World Intellectual Property Organization (WIPO) (http://www.wipo.int), takes an active part in the work of the governing bodies and expert committees of WIPO, performs the functions of the Receiving Office, the International Searching Authority, the International Preliminary Examining Authority under the Patent Cooperation Treaty (PCT), as well as functions under the Madrid System for the International Protection of Trademarks.

Rospatent continues to promote the initiatives of the Russian Federation at WIPO. As part of the promotion of the Russian language initiative, work continues in the Working Groups on Working Group on the Legal Development of the Madrid System for the International Registration of Trademarks and the Hague System for the International Registration of Industrial Designs.

In the framework of the Standing Committee on Copyright and Related Rights (SCCR), work is continued to promote the initiative of Rospatent on strengthening the protection of theatre stage directors’ rights. The purpose of the proposal is to consolidate the legal status of stage directors by amending existing international agreements or by developing a new international agreement. A case study on the national legislation’s practices and law enforcement on this subject is currently underway. The results of this research will be presented to the SCCR in 2020.

Active work to promote the global systems for registration of objects for IP rights protection is carried out. Within the framework of the cooperation plan with WIPO, seminars are organized on a wide range of topics, such as “Intellectual Property for Small and Medium-sized Enterprises”, “The Madrid System for the International Registration of Trademarks”, “The Hague System for the International Registration of Industrial Designs”, “IP Policies for Universities and Research Institutions”, and seminars on the International Patent System provided for by the Patent Cooperation Treaty (PCT).

  • PCT-Patent Prosecution Highway Pilot (PCT-PPH)

    A number of bilateral agreements have been signed between Rospatent and other patent Offices to enable patent applicants to request a fast-track examination procedure where patent examiners can make use of the work products from the other Office(s). These work products can include positive results of the written opinion of the International Searching Authority, the written opinion of the International Preliminary Examining Authority or the international preliminary examination report issued within the framework of the PCT. By requesting that their applications be processed under this procedure, applicants can generally obtain patents more quickly before participating Offices.
