Cooperation with European Union Intellectual Property Office

European Union Intellectual Property Office (EUIPO), former the Office for Harmonization in the Internal Market (OHIM), is an IP Office responsible for registration of Trademarks and Designs as well as for administration of IPRs in the European Union.

EUIPO conducts examination and registration of Community Trademarks and Registered Community Designs. Beside that, EUIPO interacts with non-EU IP Offices. One of the main goals is harmonization of practices and procedures for legal protection of IPR objects in the EU and around the globe. Over the last decades EUIPO significantly contributed to the development of the European IP system, providing assistance to the partner Offices and IP users in legal protection of IPR objects.

Through the European Observatory on Infringements of Intellectual Property Rights, the EUIPO is engaged in providing evidence-based information about the importance of intellectual property, for policy-makers and citizens alike (https://euipo.europa.eu/ohimportal/en/our-history).

The EUIPO is self-financed and independent structure, dealing with Intellectual Property, and is situated in Alicante (Spain).

The cooperation between Rospatent and EUIPO is conducted within the frameworks of the MoU on bilateral cooperation, which has been signed on July 11, 2017 in Alicante.

The said MoU defines priorities for cooperation between the Offices, including:

  • cooperation on the processing of statistics on trademarks and designs,

  • electronic data exchange including priority documents on trademarks and designs,

  • development and improvement of information technologies and automation systems,

  • development of classifications,

  • Education programs,

  • Interaction with private sector.

In addition, the cooperation between Rospatent and EUIPO is carried out as part of the Work Plan, updated on an annual basis.

Cooperation with EUIPO is practical and informative. Seminars, workshops and video conferences on various practical aspects of the functioning of intellectual property systems are carried out regularly. The major emphasis is placed on the issues of digitalization and the introduction of modern ICT technologies into the activities of the IP Offices.

Previously, in the context of cooperation, a joint project “Modernization of the intellectual property system in the Russian Federation” has been implemented.
